Quill18 hasn't done a cultural victory with Civ6 expansions / no Eleanor etc, yet. Any advice would be wonderful, thanks for your time. An update: Following the advice from Redditors in this thread I have just won a culture victory on Emperor with Eleanor of France, and I flipped over a dozen cities.
