Since the Ocean Paradise origin is supposed to replace guaranteed habitable worlds with frozen worlds. Best guess is it is set up to replace habitable worlds in systems flagged as part of the starting cluster. So even if the completely random systems generated multiple habitable worlds they would be converted to frozen worlds too.
