It's insanely good, and would be ridiculous in its own right in any other souls game, but it's not Estoc good. Estoc doesn't scale that great, so Lightning is always nice. Chaos (at max) will probably outclass that, but fire damage seems less useful in PVP to me. If you are going STRAIGHT Strength/Dex hybrid then Regular ol' +15 will eventually be comparable, but not for a LONG time. The most damage you will get out of that thing in a single blow is +15 ...
