An optimal hand crossbow build probably includes Fighter 2 for Action Surge and Archery fighting style and Thief 3 for the extra offhand attack (Sharpshooter is bugged and not applying the -5 attack penalty to offhand attacks, making this pretty insane).

My thief can currently do this: Sneak attack + 2 offhand attacks + action surge + another attack == 4 attacks, that each does around ~30 dmg with hand x-bows + 1. It's insane. Fighter gives you ranged proficiency at level 1, action surge at lvl 2. Thief gives you one extra bonus action (translated into offhand attack).
