But - If youre into trophies, you can at least get one for creating him, if not, Izanagi No Okami is pretty much just for show now that we can get Magatsu Izanagi, and have skill cards for regular Izanagi to become stronger. You can fuse one with any skills you want, but since he is the lowest level Persona in the game you're gonna have to do a lot of down fusing to get to him. You CAN overpower the lower tier Personas but it takes some creative fusing and a lot of grinding.
