The game is a few steps above mid games like Rockay City and more just that the gameplay and content of Payday 3 is vastly overshadowed by the legacy of 2 and fails to live up. Payday 3 has the bones of a decent game. There are some genuinely good changes between 2 and 3, especially around stealth gameplay.
