To get a skill card off a persona they have to know said move and have the icon to get it. Oh that's what he meant. Objectively right. Izanagi is made to be a pretty bad persona so that you fuse him, anything that is related to him story wise doesnt require him on your persona list, so fuse him away. For me, Izanagi only is the default strategy for P4G. Oats so easy to rack up the stat boosts and end up with an all 99 Izanagi. Did iron my first play through. ...
