There is a mage perk somwhere that allows some armor rating to cloths. Light armor's use is for sneaking, thieves wear light armor, some thieves use magic too, like illusion spells, but they need the silent caster perk to use it effectively. If you want to play mage with armor, go full heavy armor and be a battlemage type.
Light armor has better/earlier perks. Once you're decently into smithing, it'll protect as well as heavy.
