Yes it could be a vacuum or fuel pump issue. First loosen the cap on the tank and try starting it. If it gets fuel then likely the vent in the cap/filler neck is blocked. If not, then I would pull the fuel line by the carb and put it in a bottle to catch gas and then turn the key on to the "run" position and make sure the fuel pump is working.
