In summery Adam is a tough fight by design, Frank is the final boss by design. Adam didnt use his Sandy for some reason in 2077 but that ability might be negated if Frank puts Adam in close quarters or in a small space without room to maneuver. If Frank is allowed Jet, GRX Implant, or VATS then Sandy is negated.
