The Heavy Operators ( Non Legendary) Has 55 Ballistic and 55 Energy resistance. With Legendary that would be 57 for both, whereas the Recon Marine is already legendary and is only 50/49 or 49/50. I think both the Pack and Disciples heavy armour both have this same rating. They weigh a ton though.
