I thought of a steam-thrower that uses boiling hot steam to scald victims. It has no afterburn, but it wets enemies and its airblast also uses steam, so it deals a small bit of damage itself. It can also wash Jarate and Mad Milk off teammates as well as clear away afterburn with both primary and secondary fire.
